Try unpacking

http://www.remote.org/frederik/tmp/mapnik071debian.tgz

in your mapnik 0.7.1 source directory. Then try debuild. If you're 
building for Pyhton 2.5 you might have to change some files (grep for 
2.6 in *). You might also have to play around with the dependencies in 
the control file - I've used this for Ubuntu jaunty and if Debian lenny 
has different packaging e.g. for the boost stuff some package names 
might have to be changed.
