Hi,

Raster tiles are always rectangular but the .osm files that users have may
be long and narrow. They may also overlap. And there is at least one
person who does not really understand the bitmap tile name system so well.
I can see immediately that 19_59_32_71.osm would mean about the whole
bounding box of Finland but I have no idea what would be the corresponding
raster tile(s).

+1 for something EPSG:4326 bounding box derivative.
