Ah, I see the confusion.

No server required (well, apart from a standard webserver). If you can 
set up a server you can set up a database, so the tiles would be 
unnecessary.

Rather, the idea is that people would be able to download data, from the 
Export tab or from your friendly local OSM consultancy or whoever, then 
just upload it to their FTP space... and get a custom vector map 
rendered from it.
