Better multilingual maps require a bit more than just using name:<ISO>
as a name layer. For example if you view the Map of Mashhad in Iran (or
any area in China/Japan/Russia/Bulgaria) with English overlay all is
fine. But if you switch to German you see all names in Persian while it
would be better to revert to the latin-scripted English in that case for
German:

A better approach would require country- or location-aware rules for
choosing fallback languages.
The current approach works fine within the latin-scripted
language-socities as you can more or less still read and understand what
is written.
