Not only the borders are required. As I wrote, one needs the visible
objects (streets, water, public transport, etc each) for the
sub-chapters (streets, water, public transport, etc) of a
town/municipality article within the borders as well. And I could not
imagine another free project than OSM, that would fit better to the
border stuff. And last but not least: Without the borders of towns and
municipalities the 100%-tests of the road-network cannot be done. As
you possibly know, this is the reason, why the german borders are
collected in a special projekt:

Furthermore that were only applicatory examples to make clear, what is
meant, because Wikipedia is well known here. There are thousends
possibilities of "Cartesian Products" of OSM stuff imagineable for
other applications. Another example beside Wikipedia: Show all
bus-stops in X-town and highlight these with the possibility of
changing. OR: Show all stops and highlight these useable for
wheelchair drivers ....
