I suggest that Apollinaris asks the folks in power to set block to set
a block on this user and wait for them to set the block, before
reverting the changes. If the user opens new accounts then that is
clearly "ban evasion" and he himself will at least realise he's doing
something against the rules if he needs to go that far.

I think John meant something similar to what user:GeneralDreedle does
(revert every 10 minutes automatically if it there haven't been ther
user's edits in between)
