[OSM-dev] foreign key constraint violation in live-api

Perhaps one should add a hint to 
http://wiki.openstreetmap.org/wiki/API_v0.6 that parallel uploads _may_ 
cause problems.
I could add this to the wiki if you want, but I would only do so if you 
think this is useful.
