[OSM-dev] Planet Delayed + XML Amend

OSM Dev,

planet-101117.osm.bz2 has been delayed due to a disk space issue. The
file should be out early tomorrow morning. (GMT / UTC)

A XML license comment has also been added to beginning of the Planet
XML. This comment will also be added to OSM API over the next few
weeks.
