[OSM-dev] rails_port problem

More info:

local merkaator installed on the same machine as rails works fine
local josm - fails
merkaartor or josm on a remote machine connected via ssh-tunnel and port 
forward fail

http-headers are the same in all cases, all of the get the number of the 
created changeset, but local merkator uploads and other do not.

Whre shall i dig futher???
