It's not so badly expressed. It's reasonable to say "Google Maps on an iPhone 4 has higher resolution tiles than Google Maps on an iPhone 3G." In fact, when I'm paying per byte, roaming on my iPhone 4, I've quite often wanted to like to select "lower resolution tiles" (that's the way I think of it, which seems reasonable), on the assumption that the higher res screen consumes 4x the map data.
