Format limits like the 32MiB for blob size vs. application choices like the
8k objects per block. Stringtable requirements vs. application details like
the way strings are sorted to support better compression. (There is a lot
of "I do this, I do that" in the "PBF Format" wiki page on the stringtable
implementation and its not entirely clear that this refers to the Java
reference implementation and others might do it differently etc.)
