Unfortunately there is no "--dataset-bounding-polygon" task so I couldn't do
it with osmosis. I tried the UK with jxapi which does support polygons and
it errored after about 80 minutes.

Just for reference, a typical way[natural=coastline] query generates 5G of
data and takes just over an hour on my hardware.
