What exactly do you mean by limitation? You can add a unlimited number
of arbitrary presets including custom icons, and as currently planned
you will even be able to install them using APKs.

It might be interesting to look into cheap tablets with GPS. The Google
Nexus 7 seems cheaper than the Samsung 8600 and has a 7 inch 1280x800 HD
display, long battery life, and does provide GPS. However, it does not
have support for GSM/3G (you might be able to tether it via Bluetooth).
I don't know if there are significant GPS accuracy differences between
current devices.
