[OSM-dev] Discrepancies between OSM Inspector and Potlatch licence reports

The OSM Inspector licence view shows a large clump of problem ways in the 
Richmond-upon-Thames area[1]. Potlatch though only shows a few scattered ones. 
What is going on and which one should I trust?
