[OSM-dev] Multiple values "warning" in P2

In Potlatch2, when the user selects an object that has semicolons in a 
value, displays a warning that the field contains multiple values. This 
prompted at least one user to "fix" these (source=*) tags by replacing the 
semi-colons with commas. Since a comma is a legitimate data character, the 
value now looks like a single value, and the warning goes away :(

At least one other user has complained about multiple values in the source 
tag, and this may be a contributing factor to their annoyance.

Semi-colons are the agreed-upon way to provide multiple values for a field. 
It seems wrong to "warn" of their use, especially given the demonstrated 
potential to cause users to "fix" such values incorrectly.
