To be fair that is mostly because our stylesheet only uses two fonts and
neither of them (even Unifont...) includes Khmer characters.
I suggested he open an OSM ticket to request an extra font be added but
also pointed out that there might be other issues after that if Khmer
needs shaping, which I subsequently determined it did.
