Basically, yes.

That's a bug really - there should be some checks in there to prevent 
abuse like that.

There's nothing very scientific about the limit AFAIK it was just a 
rough limit based on a usability vs not letting people force scans of 
the entire changeset table kind of thing.

It's not like such a view is very useful, then again the global 
changeset list is pretty much useless anyway due to the amount of global 
noise from all the bots and semi-automated bulk edits.
