One extra bit of info that might be of interest.  There are a number of
different URLs supported by the server.  They are described here:
http://wiki.openstreetmap.org/wiki/Osmosis/Detailed_Usage#--send-replication-data_.28--srd.29

To summarise:

   - You can download just state information, or state plus data.
   - You can download from now, from a particular replication sequence
   number, or from a particular point in time (ie. timestamp).
   - You can download until available replication intervals are exhausted
   and then disconnect, or you can "tail" the data and be sent data
   immediately as it becomes available

The Osmosis client-side task --receive-replication downloads state plus
data, always processes from a particular sequence number, and works in
"tail" mode.
