We could do something, but it would have to be done from the rails logs 
so it would be rather complicated - because the relevant call is a POST 
we can't tell what format people asked for from the apache logs which 
would otherwise be a lot easier to parse.

Huh? I don't think I mentioned resources?

The issue isn't resources, it's about the suggestion that we somehow 
direct people to somewhere where they can download a relevant extract 
when they want a larger area.

The problem I see is, other than pointing to planet.openstreetmap.org 
I'm not sure where else we would send them?

While there are lots of other places to get things like regional 
extracts they are unofficial third party sites so I don't think that we 
should be referring people to them from the main site.

Well I did try and get an official tiled data server for supporting 
large area downloads some time ago but OWG didn't want to do it.
