The database has no way with broken node refs. If you make an extract
with Osmosis, and use neither clipIncompleteEntities nor completeWays,
than you will end up with those ways that continue outside your polygon
or bbox pointing to non-included nodes.
If you have downloaded an England dump where 1.3 million nodes are
referenced but not present then that dump is certainly broken. Can you
make it available for inspection?
