No, I did not apply for a dev account. I think I need to have something 
to test before I try to get more resources. At this point it looks like 
the Activity Server thing is on hold (resource- and testing-wise) until 
I figure out the more general question of OWL, change tracking etc.

When I have some solution to test for scalability then I will try to get 
resources. Thanks for the OSM US offer, I will keep that in mind.
