[OSM-dev] Empty first hourly diff

Hi!

The first hourly diff after the license change is empty:
http://planet.openstreetmap.org/replication/hour/000/000/001.osc.gz

The first minutely and daily diffs are not. Is this all okay, or is there
some problem here?

And, btw, the info on http://planet.openstreetmap.org/ still refers to the
cc-by-sa planet/changefiles: Latest Weekly Planet File 22 GB, created 3 weeks
ago...
