I think the concern is that if there is no indication that a way is a
member of a relation, then mappers might believe that it's not part of
any relation. For example, an untagged way in the middle of nowhere
might seem ripe for removal, but unbeknown to the mapper, it's an
inner ring of a boundary multipolygon relation. Or two stretches of
road have identical tagging, and a mapper may be tempted to merge them
without realising they belong to separate bus routes.
