[OSM-dev] Experimental Planet Dump - Needs testing/validation

Hi OSM Dev,
The sysadmin team is planning to switch to a new planet-dump processes shortly.
We have produced an experimental dump using the new method and we
would appreciate it if people could test.
Matt's description of the new process:
"This planet dump program operates in a very different way from the
previous one; rather than force the database server to keep a
consistent context open for the duration of the dump [Grant: +30
hours], it instead uses a consistent [Grant: backup] dump from the
database. This means that running the extraction from PostgreSQL dump
file to planet file(s) is completely independent of the database
server, and can be done on a disconnected machine without putting any
load on any database."
