It is not quite clear what you are getting at. Currently the tower node
is located at 39.1847132, -77.2495875
<http://www.openstreetmap.org/?lat=39.1847132&lon=-77.2495875&zoom=18>
in OSM and likely the position was derived from bing imagery. The
difference to the position you give is 26 meters (result from an online
calculator that I didn't check myself) which may indicate that the
imagery there is slightly misaligned or that the position of the cell
tower is not actually in the middle of the water tower which has a
diameter of roughly 30m, but on one side of it.
