[OSM-dev] License for Javascript code [repeat]

Hi,
As I indeed think OSM should be clear and as correct as possible, and as
I don't know if Richard will open that issue, I opened an Issue [1]
myself on github quoting his mail.

I fear I'm not able to decide about the license, so I don't want to
patch it in myself.
