[OSM-dev] New Applicant

[Harvey Sama]

Hello. I'm called Harvey Sama, a final year  Student at the Faculty of
Engineering - University of Buea. I am Interested in working on the projects
Image filters for Raster layers in JOSM  or JOSM support for WMTS images. I
code in Java, JavaFX and Java EE. I would like to get information about how
to go about downloading the source code and setting up development
environment.
