[OSM-dev] New libosmium version 2.5.1

Just released version 2.5.1 of libosmium, the fast and flexible C++ library for
working with OpenStreetMap data.

Highlights in 2.5.0/2.5.1 include:
- Support for reading o5m and o5c files.
- Totally refactored I/O code making it much more robust.
- Much faster PBF writing.
