[OSM-dev] Localize start_date tags (and similar)

Hi!

I developed a Javascript module for localizing start_date (and similar)
tags:

e.g. it can turn a value "~1920..1925-10" into "between c. 1920 and October
1925". when German locale is loaded: "zwischen ca. 1920 und Oktober 1925".

Currently only English and German are available (I don't speak other
languages well enough).

The library is already in use within OpenStreetBrowser, e.g. in the
category "Building age":
