Only minute diffs state.txt files 4425368 to 4431447 were affected by a
missing comment. With the most recent deployment of osmdbt 0.3,
state.txt files start with the comment again.

By the way, I suspect that this whole story didn't have any long term
impact at all, as most likely osmupdate would have switched to hourly
and daily diffs after some time, which weren't affected at any time.

Once we started serving the old style minutely diff state.txt files
again, osmupdate would then continue with minutely updates as before.
It would be good if someone could confirm if this is the case.
