The OSM wiki has a list of Discord servers here:

Of those, the most popular is probably the "OpenStreetMap World" one.  
That does have "software" and "developer" channels, but neither of those 
has as many developers as #osm-dev on IRC or even similar channels on 
OSM-US Slack.

None of the Discord servers on that wiki page appear to be directly 
related to GSoC.  Presumably you'd be asking about next year's not this 
year's?
