[OSM-dev] Decommission this mailing list

I just signed up for the OpenStreetMap Community Forum, got drawn into a 
tutorial exchange with a bot, apparently  didn't follow instructions 
well enough, and ended up being logged out. When I tried to log back in, 
I saw 'Account suspended: SPAM' :-(
