Just a clarification, this is for the OSM US board, not the world-wide 
OSMF board. There is no formal relationship between the US chapter (or 
any local chapter) and OSM, nor do they have control over OSM hardware.

The US chapter runs various resources like openstreetmap.us, the TIGER 
tiles, the road shields rendering and other primarily local resources.

I don't know how the US chapter works, but generally with boards the 
board is elected, then they figure out among themselves who will have 
which responsibility such as treasurer, etc.
