That' just says, "Our community enjoys equality and mutual respect and we're looking forward to a great conference. So when you arrive, please treat other attendees and their opinions with respect. We seek to treat everyone equally, so we expect you not to accept or participate in any form of discrimination or harrassment, and report it, if it happens. In the unlikely event that anyone misbehaves, the conference organizers reserve the right to exclude anyone for unacceptable behaviour. Any decision taken by the organizers is final."
I'm not sure that that really qualifies as a code of conduct.
For instance, here's the code of conduct for Open Source Bridge (the conference I mentioned in the BoF as having far better gender balance than most tech conferences): http://opensourcebridge.org/about/code-of-conduct/
It describes not only unacceptable behaviors, but also defines positive behaviors, and the conference organizers make an effort to call people out for them:
"Communities mirror the societies in which they exist and positive action is essential to counteract the many forms of inequality and abuses of power that exist in society.
If you see someone who is making an extra effort to ensure our community is welcoming, friendly, and encourages all participants to contribute to the fullest extent, we want to know."
