I suggest de-coupling the discussion from the event. Why wait? Why
restrict the conversation to those in attendance at an in-person
event?
If there is an action item, perhaps the action item is not, "get a
SotM non-discrimination policy in place." That one seems to be done.
And discussing it at SotM seems unlikely to improve it at that same
SotM. :-)
If some think, "the OpenStreetMap community at-large needs a Code of
Conduct to document the expectations for behaviour on-line and in
person for interpersonal issues" (or something), I suggest they look
up earlier work on a code of conduct. Put a plan together, and
perhaps a first rough draft. Follow that up with reaching out on
several different-language OSM lists to get wide agreement to the plan
or assistance in refining it. Refine and revise and improve the
documents. Then see if you can get an OpenStreetMap Foundation
Working Group, or board member to take an interest. At that point try
to get the document in front of a Working Group or the board, for
broad community adoption.
But have a look at the earlier efforts first. That might smooth
things out a bit.
