There was once a Strategic Working Group [1] that was tasked with trying
to identify strategies, but it has petered out a while ago and was imho
never particularly strategic in the fist place. With things like the
tile layer policy and a change of logo being some of the things it had
achieved.

I don't know if the board itself has been more successful in coming up
with strategic plans. But with the resources of the OSMF pretty limited
to actually implement any strategic visions, it will likely always be
difficult to have good strategic plans, at least at the level of the OSMF.
