This is probably a discussion for the talk list (but I'm not on that, because it's too much for me to keep up on). 

I said this at SotM.us and I'll say it again here. The first hire needs to be someone with a proven track record of raising money. Financial stability is incredibly critical, and a good person will more than pay for themselves.

Further, OSMF should be doing things that get coding projects financed – sponsoring more google summer of code projects, or going after grants like the ones Mapbox has gotten from the Knight foundation (which directly benefit OSM, but OSMF should be more involved.)
