Events that occur in external communications channels such as Twitter, 
external mailing lists, unofficial Facebook groups, or local meetups 
would not generally be in scope for consideration in any moderator 
action. List moderators operate on the lists, so being unaware of the 
local NYC OSM community background isn't needed to determine any action.
