Interesting quotes in favor of forums, but not much about the downsides.
Here is a link [1] to a pretty good pro and con of mailing lists and
forums. There doesn't seem to be a right answer. I still think you should
pursue asking the administrators to create a tagging forum. It might turn
out to attract a different segment of the population as you suggest with
different needs from the existing. If you do decide to go that route, you
will need to step up to be the moderator. You can ask for others to help
moderate.
