You cannot; but you can get a suitable approximation by downloading old
planet files (weekly dumps are available reaching back into 2006) and
extracting what you need from them. (This will actually give you some
information that you will never get from a future history dump, as way
history had to be dropped when we moved from API 0.4 to API 0.5.)
