[Geocoding] Trying to use and undestand gazetteer and house numbering

I'm trying to set up and use gazetteer. After a while of looking arond I
found out that, in my dataset (Chicago) no row in the "placex" table has a
non-null street_place_id column. This value seems to be supposed to be
assigned from the placex_update trigger (a long and complex function). Could
someone suggest what the problem could be?

Is this code working? I've seen that house number coverage is less than
ideal.
