[Geocoding] Gazetteer make error

Hi

I have been trying to setup gazetteer, following the readme provided by
Brian. I created the db called gazetteer, setup lang, used osm2pgsql to
setup the db with the data.
But, I'm stuck at building gazetteer. When I command make, it returns

make: pg_config: Command not found
> make: *** No targets.  Stop.
>

What could be wrong?
