[Geocoding] Data errors in nominatim server...

Hi,

We seem to have got very unlucky on this rebuild on nominatim in that
several country polygons seem to have been broken in the planet file I
used.

I'll force through and update to Russia to fix this - although because
of the size this will take a while!
