[Geocoding] Does Nominatim need all OSM data to be efficient ?

Hi
I think you should include relations as well. Most boundary related
things are stored in relations.
Also, country codes need to be imported separately, like described here:
http://wiki.openstreetmap.org/wiki/Nominatim/Installation#Add_special_phrases
