 I fixed the bug with states in Croatia seen in this ticket:

 and now I have bigger problems. Nominatim can't resolve half the counties.
 For example this spot:

 http://nominatim.openstreetmap.org/reverse?format=xml&lat=45.71432&lon=16.07012&zoom=17&addressdetails=1

 It's inside "Zagrebačka županija":

 http://www.openstreetmap.org/browse/relation/226241

 But it gives me "Varaždinska županija".

 When I get closer to south of this county, it gives me "Karlovačka
 županija" which is it's south neighbour.

 Half the counties in Croatia is ok, and half give me their neighbours.
