 There was a bug in Nominatim's update process. Instead of updating the
 admin_level of the relations, they got deleted from the database. Fixed
 now.

 Croatia has been reindexed with the exception of Dubrovačko-Neretvanska
 županija. You might still see wrong results in places there.
