Comment:

 This really needs to be fixed in the OSM data somehow. Either add the
 borough name as an alternative name to the county boundaries or add an
 additional boundary=administrative for the borough. The first will resolve
 the search problem, only the second solution will ensure that both,
 borough and county show up in the address.
