 Two unrelated issues here:

 The first cemetery is only as a tourism=attraction in the Nominatim DB.
 landuse tags are generally ignored when there is another interesting tag
 on the object (here the tourism tag). landuse=cemetery deserves an
 exception, though.

 The second cemetery only appears on the seconds page because the Swiss
 'Freiburg' is a perfect much for your query, while the German city is only
 listed in OSM as 'Freiburg im Breisgau' which matches only imperfectly.
 Adding a short_name='Freiburg' would help in this case.
