Comment:

 If two places have the same name, Nominatim normally uses Wikipedia to
 figure out which place is more important. You can help it out by
 explicitly adding a wikipedia tag to boundary relations.

 In the case of Caen, it wrongly assigned the Wikipedia page of
 [http://en.wikipedia.org/wiki/Caen Caen] to the arrondissement instead of
 the city, which is why it prioritized the county. I've just
 [http://www.openstreetmap.org/browse/changeset/15414468 added a wikipedia
 tag] to the city relation and now the order of streets appears as
 expected.
