 Your relation is not correctly closed, you can see that on
 [http://www.openstreetmap.org/browse/relation/2911422 the browse page for
 the relation]. There are two dangling ends to the boundary area. Once you
 have removed them, Harleshausen should be indexed correctly from the
 relation.
